The Sovereign (GM) is merely a technical supervisor. Although he has the absolute power in terms of technical permissions, he does not take decisions all by himself, and relies heavily on his High Council and Officers to figure out together the best solutions when needed.

Members that have a very close relation to Zen in terms of it's history and wellbeing. The High Council serves as the Sovereigns "personal" team of consultants.
